The class of Domestic Builder-Manager (DB-M) is being phased out and will cease to exist from 30 June 2022
Major domestic building contracts must be entered by 30 September 2021.
The regulatory changes mean registered practitioners in the DB-M and Domestic Builder Unlimited with condition 40 (DBU-40), limited to managing or arranging building work that is carried out by registered building practitioners in the appropriate class, may continue entering into major domestic building contracts until 30 September 2021.
After this date, DB-M and DBU-40 practitioners will no longer be authorised to enter new major domestic building contracts.
Building permits cannot name DB-M or DBU-40 practitioner after 31 January 2022.
The relevant building surveyor (RBS) can continue to issue building permits naming a DB-M or DBU-40 practitioner as the builder on a building permit for domestic building work to be carried out under a major domestic building contract until 31 January 2022.
As a result of the above the VMIA has made the following changes:
- Effective immediately, requests for an increase of construction limits lodged on behalf of DB-M/DBU-40 practitioners, will not be considered
- As of 1 October 2021, DB-M/DBU-40 practitioners will only be able to purchase Domestic Building Insurance for Domestic Building Contracts entered into on or before 30 September 2021
- As of 30 November 2021, practitioners holding DB-M/DBU-40 registrations will no longer be eligible to purchase Domestic Building Insurance
Transition process for DB-M and DBU-40 registrations
Practitioners with an existing DB-M or DBU-40 registration are encouraged to upskill and apply to the Victorian Building Authority (VBA) for another class of registration, such as Domestic Builder (Limited) (DB-L) or Domestic Builder (Unlimited) (DB-U), as a matter of priority.
The VBA will work with DBU-40 practitioners to determine appropriate transition arrangements.
These changes apply to both individuals and companies registered as a DB-M or DBU-40.
